Well, I don’t know who. But these guys chose a very obvious vehicle type. Black tinted windows. A hump at the back roof. Not to mention, unnecessarily large. Their parking location of choice is also poor. I also don’t recognize the type of van either. Too obscure of a vehicle.
The spot they chose was part of a dead end driveway leading to the fire department training area at the water tower. That spot offers prime viewing of the road leading to the back lots of the adjacent apartments.
So yeah. Whoever is running clandestine ops in my neighborhood is not doing it smartly.

At least they didn’t go the way that I would do a stakeout. I would have one of these (in faded metallic light blue) and I would be sipping coffee all night long armed with binoculars.

Nope, looks like just a run of the mill first-gen (to the US) Sprinter, back when they were sold as a Freightliner...then Dodge...then Mercedes.
That van has been passed around here quite a bit.

Could be personal use. Lots of people around here have sprinters that they use for family camping trips, group mountain biking, other outdoorsy things. Rear AC unit on the roof.

Probably a camper, the government doesn’t use those too much. They usually use smaller cargo vans.

If that thing is being used for any kind of surveillance activity, it would be as a command and control vehicle for others in the area that are actually doing the work.
For law enforcement types that do undercover investigations, the vehicles used are usually seizures and/or asset forfeitures from previous narcotics cases. They don’t have to buy the vehicles, and they wind up using a wide assortment of vehicles that tend to blend in with the areas where they target. As an example, previous town had an unmarked tahoe with peeling clear coat and rimz, along with a variety of other former narcotics seizure vehicles for when the police department wanted blend in.
